THE ROLE OF THE M.D. ANDERSON CANCER CENTER AND THE US GOVERNMENT IN THE LARGEST KLEPTOCRACY CASE IN HISTORY

Introduction

The US DOJ’s General Attorney and the FBI Deputy Director described it as the largest kleptocracy case in history [1]. The world’s best-known investment bank had to pay the largest fine ever imposed on an investment bank as a direct result of its involvement in the Scandal.[2]. There are currently open ongoing cases in five different jurisdictions related to various aspects of the so-called 1MDB scandal: Switzerland [3], Malaysia [4], USA [5], Singapore [6], and the UK [7]. Despite all this, in a country that loves financial scandals, we rarely hear anything about this case in the media. For all practical purposes, there is an almost total blackout in the US mainstream media regarding anything related to this case. Furthermore, when we hear about the case, it is referred to as the “1MDB Malaysian Scandal”, a cryptic name aimed at diminishing its relevance. As this author has exposed in previous articles, this case is an international intelligence operation, a state-sponsored bribery operation related to the transfer of significant Oil & Gas assets in the Middle East, mostly in the United Arab Emirates [8]. By international intelligence operation, I mean a collaboration of the intelligence services of several countries and their largest energy corporations.  

While much of the scandal has focused on the major political and financial players, we will explore in this article the behind-the-scenes role that the world’s leading cancer research institution, the Houston’s MD Anderson Cancer Center, played in this global conspiracy. This article explores how the prestigious Houston-based institution became embroiled in the 1MDB scandal, how it directly facilitated the plans of Jho Low, the close relationship between Shell Oil and the M.D. Anderson Center in the conspiracy, how the millions donated by Jho Low to the M.D. Anderson Center were actually spent, the fact that the management of the M.D. Anderson Center and some prominent doctors knew this was an intelligence operation and that some of them possibly profited financially from the “sale” of Oscar Wyatt’s Coastal Energy Resources to Emirati-owned Spanish Oil & Gas Corporation CEPSA [9-10].

A Fabricated Cancer Diagnosis Study to Conceal Jho Low’s Illicit Meetings

One of the most shocking elements of M.D. Anderson’s involvement in the 1MDB scandal centers around the fabrication of Jho Low’s six-month cancer diagnosis study in 2012. Jho Low, the supposed Malaysian financier who is at the heart of the 1MDB scandal, said this during his acceptance speech for “the 2014 Entrepreneur of The Year Award” given to him by M.D. Anderson’s Dr. Linda Chin [11], on behalf of the Houston Asian Chamber of Commerce, in an event sponsored by SHELL OIL. Jho Low said that he underwent an extensive medical examination in 2012 in Switzerland, where the doctor [12]:

“…told me that I may have had Stage 2 or Stage 3 cancer. This was one of the changing moments of my life and I did not know what to do”

He continued that on his flight to Abu Dhabi, he could not “help but think that the world was coming to an end for him”, until – he added dramatically:

“I met a friend of mine, Mohamed Al-Husseiny, who is here tonight. Mohd immediately saw through that something was wrong. I shared with him what had happened. And he immediately sent a note to Dr Linda Chin… (who is also in the room tonight)… For the first time in my life in many, many years, I actually stopped work. They stopped me. And I travelled to Houston in the longest flight I ever experienced in my life, pondering what life would be next.”

Jho Low was awarded the 2014 Entrepreneur of the Year Award by the Houston Asian American Chamber of Commerce at the Kim Son’s Bellaire Ballroom. I was invited to this Shell-sponsored event. The person who invited me was in contact with Jho Low, with Shell management, and had a leading role in the planning and execution of the 1MDB operation.

 Jho Low used this fake six months M.D. Anderson’s “cancer diagnosis study” as a cover for his presence in Houston, a key location where he held clandestine meetings with his accomplices. Jho Low’s previous 3-stage lung cancer diagnosis in Switzerland was manufactured to create an excuse for his 6-month-long visit to Houston. During his supposed 6-months long medical diagnosis/treatment, Jho Low was never hospitalized. Jho Low was instead orchestrating plans to funnel illicit funds through the purchase of Coastal Energy, furthering his role in the broader 1MDB scheme. These meetings were instrumental in coordinating his role in acquiring Oscar Wyatt’s Coastal Energy by Emirati-owned CEPSA. The meetings Jho Low held included not only Oscar Wyatt but also Emirati representatives from CEPSA, individuals connected to Shell Oil, the FBI, and US military intelligence; these last were in control of the operation. I met some of them personally in Houston between 2011 and 2016. During this time, Jho Low was in constant contact with Chinese Intelligence operatives working out of the now-closed Chinese Consulate of Houston. I also was introduced to some of these Chinese agents. Jho Low is usually introduced as a Malaysian financier, but he is an avatar of the Chinese Intelligence Services. Since the fallout of the Intelligence Operation, Jho Low has been in China under the protection of the Chinese government. Of course, Mr. Low narrates the events differently:

“…those six months were a turning point in my life. In 2012, I came out of the hospital, and I was determined to think big and be bold… resolved to set up Jynwel Charitable Foundation with a vision of making significant social impact investments that would change the world for many generations to come.”

This is the fantastic fable of how one of the largest donations to the M.D. Anderson came to be [13]. On Oct. 13th, 2013, it was announced in Houston, and later, it was widely publicized as a $50 million donation by Jho Low to the MD Anderson Center.  We should note that Jho Low’s is not the largest donation ever given to The M.D. Anderson Cancer Center.

The largest donation was given one year earlier by the Emirati Khalifa Bin Zayed Al Nahyan Foundation [14]. Coincidentally, the owner of the Foundation is His Highness Sheikh Zayed Bin Sultan Al Nahyan. The Al Nahyan family also owns Mubadala, one of the largest Oil Sovereign Wealth Funds in the World. Mubadala had 100% ownership of CEPSA and, together with Jho Low, “purchased” Houston-based Oscar Wyatt’s Coastal Energy Resources in January 2014 [15]. That same week, the UAE transferred the ownership of some large Oil & Gas assets in the country from SHELL to the major Chinese National Oil Companies [8]. It is also a coincidence worth mentioning that the friend who Jho Low met on the plane and advised him to go to Houston was scapegoated, convicted, and sentenced to 10 years in prison in the UAE in 2019 [16]

The Fake  PwC Feasibility Study and PwC’s Role in the Coastal Energy Purchase

The M.D.Anderson channeled nearly half of Jho Low’s gift, $23 mln, to auditing company PricewaterhouseCoopers (PwC) for a “Business Plan for a Flagship Informatics Tool” [17], a technology feasibility study report related to the Oncology Expert Advisor Project with IBM, also known as IBM Watson Supercomputer Project. This project was part of the M.D. Anderson Moon Shots Program, which was launched in 2012 [18]. Why on Earth did M.D. Anderson Cancer Center need a business plan for a cancer R&D initiative? How could a simple business plan, which some M.D. Anderson employees could have done for free, cost $23 million?

In a previous article, this author has explained in more detail what is behind this unjustified $23 mln payment to PwC [19]. The $23 mln that PwC received from the M.D. Anderson Center, “Moon Shot Program”, was a kickback paid to PwC for the crucial role the auditing company played in the design of Jho Low’s Coastal-CEPSA deal, which was completed on January 2014, a couple of months before Jho Low received the 2014 Entrepreneur of Year Award from the hands of the M.D. Anderson Center Director’s wife.

PwC UK deals practice office senior partner Tony Skrzypecki was responsible for buy-side due diligence on the $2.2 bln offer for Coastal Energy Resources by Emirati-owned Spanish oil company CEPSA [20].  PwC helped to design a “safe” offshore deal that allowed CEPSA to “purchase” Jho Low’s initial $50 mln share for $300 mln just one week after closing the Coastal deal in January 2014. PwC had also advised Jho Low’s SRG company on the same purchase deal, and previously PwC was also an advisor on the issuance of the 1MDB bonds deal that Goldman Sachs helped to arrange and sell, which was the reason for the largest fine the investment bank has ever paid [21,22]. I would like to point out that Tony Skrzypecki was also the PwC senior partner responsible for several high-profile Oil & Gas deals involving SHELL OIL (at the time of the Coastal-CEPSA deal PwC was the official auditing company of SHELL OIL). 

How did IBM use the M.D. Anderson Expert Advisor Project Money?

The $50 million donation made by Jho Low to M.D. Anderson was initially earmarked for developing IBM’s Watson AI tool, designed to “revolutionize cancer diagnosis and treatment.” However, many doctors were right to be skeptical about IBM’s Watson machine learning system and its potential applications to health care, and that skepticism didn’t apply only to IBM. 

Internal company documents from IBM show that medical experts working with the company’s Watson supercomputer found “multiple examples of unsafe and incorrect treatment recommendations.” The “often inaccuratesuggestions made by the product bring up serious questions about the process for building content and the underlying technology.” A Doctor working for the Jupiter Hospital in Florida summarized the situation in a few words:

”This product is a piece of shit…. We bought it for marketing and with hopes that you would achieve the vision. We can’t use it for most cases.” [23-24]

Usually, companies pay research centers to do research on their products. This is not the case here, the MD Anderson Center paid $40 mln for just the privilege to be the first in line, if the product not yet developed proved to be successful. This was a very unusual business arrangement, and given the lack of delivered results, it makes one wonder how exactly IBM spent the $40 mln it received from the M.D. Anderson Cancer Center. Let us keep in mind that the M.D. Anderson was not the only center paying IBM for exactly the same goal around that time.

IBM did indeed spend the money, but not on the Watson Cancer Expert Tool. Instead, IBM spent some of the money developing Facebook-based cover mass communication tools that enable concealed, untraceable communication among individuals involved in intelligence operations, such as the 1MDB scandal. This Tool is sort of a Super-User tool, allowing the licensed person or organization to create hundreds of realistic fake accounts with pictures of fictitious individuals and their fictitious families. The accounts are realistic and include AI-generated family pictures and even fake post comments that have all been computer-generated. Each fake account is assigned to one individual by the Super-User. It allows users to communicate without revealing their true identities. If the identity of an individual using a fake account is compromised, the Super-User can delete all fake accounts and create a new batch of fake accounts to be reassigned to all collaborators immediately.

I witnessed the tool being used by individuals working for some of the corporations involved, by undercover government officials involved in the operation, and by other citizens collaborating for one reason or another. I witnessed the tool used by many Shell colleagues, including Shell’s higher management. In Shell’s case, the tool was being administered by one of Shell’s IT “contractors” in Houston at the time, BLUWARE, which had several IT contractors working in Shell offices and some in their own offices along Highway I10. BLUWARE at that time provided IT contractors; some of them had strong connections with a US government agency, and some were undercover government agents posing as IT contractors in Shell offices. Some of these “IT” contractors inserted in Shell offices provided human intelligence to Shell and to the US government. Ever since BLUWARE has transformed itself into a software company providing “subsurface intelligence” through data and AI solutions. (I was introduced to several of their employees and its founder in 2008. Some of these employees who were personal friends had a role in the 1MDB operation that I will explain in an upcoming article).

The Fallout: Jho Low’s Unfulfilled Promises and the MoonShot UT Audit

One of the crucial moments in M.D. Anderson’s involvement in the scandal related to 1MDB occurred when Jho Low failed to fulfill his promised donation in full. Jho Low backed out of his commitment to M.D. Anderson, creating a significant financial gap in the institution’s budget.

Low’s decision not to complete the donation followed the failure of the covert plan to shield him from the repercussions of the 1MDB operation. Low had been given assurances from US and Chinese government operatives that there was a plan to shield him. He was told that there was a “straw man” or “scapegoat” who, unaware of the operation, would take the blame once it was discovered that billions of dollars from the 1MDB fund had disappeared. This “scapegoat” then would himself disappear, never to be seen again. Those involved in the operation openly referred to this plan to shield Jho Low as the “Spanish Vagrant operation.” The plan had been in motion for many years. This was one of the most delicate and elaborate parts of the entire intelligence operation. The “Spanish Vagrant” was supposed to publicly kick in in 2015 after the first claims of mismanagement of the Malaysian 1MDB fund appeared in the press. Between 2014 and 2015, I personally met some of Jho Low’s “envoys” in Houston who were closely monitoring the development of the operation. When this plan failed, and Jho Low realized he would have to face direct legal consequences, he reneged on his promised donation and went AWOL somewhere in China.

The financial gap left by Low’s unfulfilled donation was eventually uncovered during a University of Texas (UT) audit of the M.D. Anderson Moon Shot Project [25]. The audit revealed spending irregularities, particularly around the use of funds tied to Low’s donation, sparking a crisis within the institution. According to the audit report, [26-29]

“Chin went around normal procedures to pay for the expensive undertaking, even making sure individual payments to IBM were below a threshold that would have required her to get approval from MD Anderson’s board. She also didn’t get approval from the information technology department.”

M.D. Anderson’s Management Safely Profit of the Operation

The M.D. Anderson has benefited greatly from its relationship with the United Arab Emirates. The largest donation ever given to the Center, the $150 mln donation from Sheikh Zayed Bin Sultan Al Nahyan, built an entirely new building. The M.D. Anderson also opened a branch in the UAE [30]. His Excellency (H.E.) Yousef Al Otaiba, United Arab Emirates Ambassador to the United States, visited Houston in August 2016 on the occasion of the inauguration of the new M.D. Anderson building, the Sheikh Zayed building in Houston.

By the way, His Excellency Yousef Al Otaiba, was also involved and received illegally funds from the 1MDB fund (see the juicy references [31-34] ) H.E. was even identified in court papers, and he may have received up to $66 mln from the fund.

Several high-ranking officials within the M.D. Anderson were aware of the true nature of Jho Low’s donation and the covert intelligence operation behind it. Some prominent doctors and some members of the Center’s management at the time were complicit in the scheme.

Some of the Center Management and prominent doctors may have also been able to acquire shares of Oscar Wyatt’s Coastal Energy Company at a discount price just a few weeks before the company was sold to Emirati-owned CEPSA in January 2014. The operation itself was part of the case the DOJ built against Jho Low, but neither Oscar Wyatt nor any of the company’s shareholders who profited from the fraud had ever been prosecuted.

Here we see Dr. Ertan Atilla, who was a prominent Turkish American doctor at the M.D. Anderson Center, next to Oscar Wyatt (center) and the Turkish Consul in Houston (right) at that time (2012) [34]. I was introduced to the Turkish Consul on his second day in office after he arrived in the US. The introduction was facilitated by two Turkish-American brothers, the Taviloglu brothers Osman and Ahmed, who work for a US government agency. I had been introduced to the Taviloglu Brothers by a colleague from Shell.

Under normal circumstances, the UT Audit should have been sufficient to lead to the dismissal of those directly responsible. The UT Audit was released in November 2016. The Director at the time, Ronald de Pinho, resigned from his position 4 months after [35], but curiously enough, neither he nor his wife nor anyone else associated with the M.D. Anderson Center who was aware of the operation, had to face any legal consequences. The UT System Chancellor since July 2014, retired US Navy Admiral Bill McRaven, also resigned in May 2017 [36].  

In the 8 years that passed since the 1MDB scandal was revealed, institutions, companies, and private individuals who received money from Jho Low’s plundered Malaysia 1MDB fund had to face legal consequences, and most of them had to return the funds that were considered illegally obtained from the Malaysian fund. However, the M.D. Anderson Center, PwC, or IBM never had to face any legal troubles related to the scandal despite receiving funds that were part of several DOJ investigations.

How is this possible? Who has the power and influence to make all these troubles magically disappear, and why? Why didn’t the DOJ bring any charges against the M.D. Anderson Cancer Center, as the DOJ did against Goldman Sachs? Why was Jho Low prosecuted but not Oscar Wyatt? Why weren’t the M.D. Anderson Cancer Center, PwC, and IBM asked to return the money they received from Jho Low as Goldman Sachs or other individuals that received 1MDB funds had to?

The reason is that if the M.D. Anderson Center or anyone working for the M.D. Anderson had ever been part of a DOJ investigation, this would have shed a direct light on the true masterminds behind the 1MDB scandal and on the true nature and purpose of the 1MDB operation. So, let’s look at the powerful friends of the M.D. Anderson Cancer Center. Let’s throw the limelight on the true Masterminds of this Truman Show.

The Cancer MoonShot Programs: Beware of Cancer Galas.

Galas and other exclusive events are the perfect place to discuss those aspects of business that cannot be officially discussed. The yearly NYC Gabrielle’s Angel Foundation for Cancer Research Event, commonly known as Angel Ball, is a signature fundraising event. The Angel Ball stands out as one of the highlights of the New York social season. Jho Low and His 1MDB Excellency, the Ambassador of the UAE, Yousef Otaiba, both attended the NYC Angel Ball in October 2014. They both were honored next year during the NYC Angel Ball on October 19, 2015.

We already mentioned His Excellency Yousef Al Otaiba well-known involvement in the 1MDB scandal detailed in court papers. He may have received up to $66 mln from the 1MDB fund. However, as a true man of steel, this graduate from the National Defense University’s Eisenhower School, has been immune to DOJ prosecutions.

H.E. has continued working as an ambassador and is widely known as one of the smoothest players in D.C. [31-33]. In this picture, we see His 1MDB Excellency with Mike Pompeo during a visit to the United Arab Emirates in January 2018. Mike Pompeo was Secretary of State (2018-2021) and CIA director (2017-2018).

In January 2015, Admiral McRaven took office as a Chancellor of the UT System under which authority operated the M.D. Anderson Center. A few months later, Admiral McRaven and the M.D. Anderson Cancer Center Director at the time, Ronald de Pinho, hosted the M.D. Anderson’s annual bipartisan event in Washington D.C. “A conversation with a Living Legend”. In May 2015, the event honored former President Bill Clinton. The event raised $5.2 mil for the M.D. Anderson Moon Shots Program [37]

One year later, in the summer of 2016, a few months before the publication of the UT Audit System Office of the M.D. Anderson Cancer Expert’s Program on November 2016 exposed the “mismanagement” of Jho Low’s gift to the M.D. Anderson Cancer Center, the Vice President of the United States at the time, Joe Biden, visited Houston to announce the “National Cancer Moonshot Summit [38,39]

One month later, three days before Donald Trump took office, the White House announced its own Cancer Moon Shot Program, during the January 2017 World Economic Forum in Davos. The White House borrowed the name of the Program, from a Program with the same name that the M.D. Anderson Center had used since 2012 and announced an even more ambitious program to do the “impossible”, cure cancer, hence the name Moon Shot.

I would like to quote a priceless sentence from the at the time Vice President speech :

“…..the (2016) summit workshops launched a torrent of new collaborations and innovative initiatives across all sectors, and they continue to this day. For example, we got a call from IBM.  How would you like to borrow Watson?  They came to us and offered Watson, their supercomputer, to partner with the largest hospital in the world, the Department of Defense and the Veterans Affairs…. “

The list of Presidents associated with the M.D. Anderson Cancer Center does not end there. The early phases of this operation were in motion nearly 20 years before the main 1MDB events took place around 2012-2016, and before Bill Clinton’s Presidency. George H.W. Bush was a member of the M.D. Anderson’s honorary board of directors until his passing in December 2018. According to the M.D. Anderson Cancer Center: “He was a dedicated ambassador of the MD Anderson Cancer Center Board of Visitors (BOV) and an inspiration in our mission to end cancer.” [41]

Here we see the CEO of Shell, Marvin Odum, on the left, and Shell’s VP of Shell Human Resources at the time, Bruce Culpepper, honoring G.H.W. Bush in March 2016 [42]. Bruce Culpepper succeeded Marvin Odum as Shell’s CEO the next month, April 2016. Let us not forget that the M.D. Anderson Cancer Center and Rice University in Houston were built on the Baker’s state, i.e. land that originally belonged to the family of the Secretary of the State under G.H.W. Bush, James Baker III [43], who can be seen in the picture next to Bruce Culpepper. The close relationship between Marvin Odum’s family, James Baker III, and George H.W. Bush goes back decades. Marvin Odum’s father was an avid golfer, too.

In March 2013, the CEO of Shell was seen playing golf with the former Secretary of State [44] during the 2013 Shell OPEN. That same year, in November 2013, the M.D. Anderson honored James Baker III with a tribute gala in Washington D.C. [45]. Marvin Odum is no stranger to the world of foreign policy. He is a member of the USA Council in Foreign Relations to this day [46]. Although I never personally met Marvin Odum, I did meet his brother, Brian Odum, and Marvin Odum’s main associate in Tellin Enterprises around Christmas 2013, just a few weeks before the 1MDB-connected purchase of Coastal Energy Resources by Emirati-owned CEPSA. When Marvin Odum retired from Shell in 2016, he became the co-president of Tellin Enterprises. Tellin Enterprises was founded by the Shell’s CEO father. At a Christmas party in 2013, I was told by Tellin Enterprises’s President at the time, Johnny Johnson, that Tellin Enterprises sells steel to Shell. Marvin Odum, and Johnny Johnson associates and friends, inside and outside Shell Oil, illegally profited from the sale of Coastal Energy Resources to Emirati-owned CEPSA in January 2014 [8-10].

With these kinds of friends, it is no wonder that the M.D. Anderson was never forced by the DOJ to return the funds received from the 1MDB fund. The kind of mismanagement exposed by the UT System Audit Office should have been basis for firings and possibly prosecutions, but we have not seen any of that in the six years since the Audit was released, in spite of the numerous 1MDB related prosecutions still open in several jurisdictions.

In this brief article, I have only scratched the surface of the extent to which the M.D. Anderson’s management, leadership, and board of directors were involved in this operation. I can assure you that even some M.D. Anderson employees got involved in the 1MDB operation at a personal level. We will leave that for another day.

Note: “Tellin” refers to a type of marine mollusk with a thin rounded SHELL, that can be white, yellow, pink or purple. Tellins are also known as sunset shells. It makes sense that “Tellin=SHELL” is selling steel to SHELL.
